Changes to the eligibility criteria for early old-age pension from the age of 60
If the CNAP has previously provided you with an estimate of your pension entitlements, the information below may be useful to you.
From 1 July 2026, new legal provisions will come into force. They provide for a gradual increase in the length of insurance required to qualify for an early old-age pension from the age of 60.
Due to the large number of requests to review existing estimates, we are currently unable to provide individualised support. However, the information below will enable you to assess the potential impact of these changes on your situation.
What is changing
Until 30 June 2026, a minimum insurance period of 480 months is required. This includes:
- periods of compulsory and voluntary insurance,
- purchased periods,
- as well as additional periods (studies after the age of 18, raising children in Luxembourg, etc.).
From 1 July 2026, this minimum insurance period will be gradually increased by additional months of compulsory or voluntary contributions (see table below).
The number of additional months depends on the date on which you simultaneously meet the following two conditions:
- you have reached the age of 60,
- you have accumulated 480 months of insurance.

Please note!
The additional months must be completed after reaching the age of 60 and having accumulated 480 months of insurance.
Who is not affected?
These changes do not apply:
- to pensions already being paid,
- to old-age pensions from the age of 65,
- to early old-age pensions from the age of 57,
- to pensions granted following:
- early retirement for shift or night work,
- early retirement due to company restructuring,
- progressive early retirement already in progress on 1 July 2026.
What you need to do
We recommend that you submit your pension application 8 to 9 months before your planned retirement date using the form available here.
Once your application has been received, the CNAP will assess your individual situation and inform you of your entitlements, so that you can plan for the end of your working life with peace of mind.
